I propose launching a pilot program that creates off-leash dog areas in limited sections of Denver parks. Dog owners would need to obtain an off-leash license and pay an annual fee. Rules would be created for off-leash areas and fines would be imposed for violations. This program would strike a balance between a desire to expand off-leash areas and people who prefer to enjoy parks without dogs running freely. Similar programs have proven successful in cities such as Boulder, Seattle, and Minneapolis. This program is an additional way to help resolve some of the concern regarding reduced City revenues.
